After perusal of the Decision of the Executive Council Chairman no. (49) of 2018 on fees of municipal services in the Emirate of Abu Dhabi, and its amendments;

The Executive Council has decided the following:

First: for the purpose of implementation of the provisions of Article (8) of the aforementioned Decision of the Chairman of the Executive Council no. (49) of 2018, the annual fee to be paid for a vacant land shall be 2% of the value of the land, as per the following conditions and standards:

1. The vacant land shall be among commercial or investment lands.

2. There are no legal, procedural, or administrative impediments, beyond the control of the land rights owner, preventing the latter from construction.

3. The land shall be located in an area where infrastructure is available.

4. A construction financing loan shall be approved for the land by the Department of Finance.

   • The owner shall be granted a time-limit of 18 months from 01/01/2025 to adjust the situation thereof, by issuing a construction permit for the land and providing an authenticated notice to start the work subject-matter of the construction permit.
