In an effort to be more transparent and consistent with immigration trends in the UAE, the Dubai International Financial Centre has recently issued a list of job titles requiring an educational certificate (as proof of the foreign national having the requisite skills for the relevant position) for an Employment Residence Permit (ERP) to be issued.
Background
The DIFC never used to issue a list and educational certificate requirements for a particular job title were only provided on a case-by-case basis. Most clerical and administrative positions do not require an academic certificate.

The DIFC is also more rigorously reviewing applications to ensure the job title selected on immigration applications is consistent with the job title listed on the employment contract.
The educational certificate must be attested by the UAE embassy in the issuing country and the Foreign Affairs Ministry.
The DIFC has also tightened its requirement for matching the job title used for issuing the ERP with the job title listed on the foreign national's employment contract.
