Analysis
As part of Egypt's current initiative targeting increased participation of the private sector in economic growth and development, Parliament recently amended the law establishing the national railways authority in Egypt in order to open the door for increased private sector involvement in the railway sector.
Egypt Law No. 20/2018 (the Amendment) amending some of the provisions of Egypt Law No. 152/1980 establishing the national railways authority in Egypt (the Railways Authority Law) was published on 2 April 2018. The Amendment is the second amendment to the Railways Authority Law since its last amendment in 2006.
Below are the main developments introduced by the Amendment.
Removal of exclusivity
The Railways Authority Law introduced in 1980 established the Railway Authority in Egypt (the Authority). Under the Railways Authority Law, the Authority had the exclusive right to undertake activities such as the construction, maintenance and providing services of the railways in Egypt.
