The Appellate Division heard together two applications for permission to appeal. The first related to the judgment of the First Instance Circuit (the Court) dated 13 May 2018. The second related to the decision of the Regulatory Tribunal (the Tribunal) dated 8 July 2018. In each case the applicant was refused a hearing of the merits of his claim. The Court acceded to a challenge to its jurisdiction. The Tribunal ruled that the applicant's claim was out of time. In each case it was directed that, if permission to appeal were granted, the application would be treated as the appeal. The applicant at all times appeared in person. Khawar Qureshi QC acted as Advocate to the Court. Ben Jaffey QC appeared for the respondents in the first application and Matthew Walker appeared for the respondent in the second application.
