The initial dispute involved an individual which had built on public land without a permit from the council. Issues included the suspension of consideration of the case and failure to notify.

Background

The director of Kuwait local council filed a case against two defendants before the court. He requested the court to order the defendants to pay 11777687.670 Dinars. He said that the first defendant had put up a building on the public lands without receiving a licence from the local council. He said that the council therefore deserved compensation for damage that resulted from this.

The court suspended the consideration of the case for one month because the defendants had not been informed of the expedition of the case.

The claimant requested the court to expedite the consideration of the case. The court dismissed the case.

The claimant appealed the ruling before the court of appeal. The court dismissed the appeal and upheld the appealed ruling.
