This case involved the refusal of a local authority to issue a standards vertificate for property which had been built without a licence and which partly failed to meet legal requirements.
Background
A claimant filed a case against the chief of a local council before the court. He requested the court to order the council chief to issue a certificate of standards for a disputed property. He said that he owned the property and that the chief had dismissed his request without legal grounds.
The court dismissed the case.
The claimant appealed the ruling before the court of appeal. The court upheld the appealed ruling.
The claimant appealed the ruling before the court of cassation. The court of cassation repealed the ruling and referred the case to the court of appeal. The court of appeal appointed an expert. The expert concluded that some parts of the property had been built in violation of the relevant laws.
