Background
A claimant filed a case against a public institution and other defendants before the court. He requested the court to pay 2996892.2 Dinars. He said that the public institution had collected fees on unbuilt housing units he owned though the conditions for collecting these fees had not been met by the institution.

The institution appealed the ruling before the court of cassation. The institution said in its grounds of appeal that the ruling haderred in the application of law. The institution said that the lands fell under the rules of Kuwait Law No. 8/2008 and therefore the claimant should pay fees for the properties as their area was more than 5000 square meters.
