The office of public prosecution accused a defendant of failing to report the financial results of his TV channel to the relevant committee in the Ministry of Information. The office requested the court to penalize the defendant according to the relevant laws.

The court ruled that the defendant should pay a fine of 5000 Dinars.

The defendant made an objection to the ruling. The court upheld the objected ruling.

The defendant appealed the ruling before the court of appeal. The court dismissed the appealed ruling and acquitted the defendant.

The office of public prosecution appealed the ruling before the court of cassation. The office said in its grounds of appeal that the ruling had erred in the application of law. The office said that the court had established the ruling on the grounds that the defendant should not be penalized according to the Kuwait Law No. 61/2007 although he should be penalized according to Article 13 of Kuwait Law No. 61/2007.
