The office of public prosecution accused a defendant of insulting a victim in public place. The office requested the court to penalise the defendant according to the relevant laws.

The court ruled that the defendant should pay a fine of 50 Dinars.

The court of cassation considered the issues related to the general order. The court said that Article 8 of Kuwait Law No. 40/1972 stipulated that the appeal before the court of cassation could be submitted against the ruling issued in the crime cases and not in the cases of minor crimes. The court said that the defendant had committed a minor crime according to Article 210 of Kuwait Law No. 16/1960 .

The court dismissed the appeal and upheld the appealed ruling.
