Decision
The court said that the court had established its ruling on the grounds of the rules of Kuwait Law No. 36/1969. The court said that the litigant was a Kuwaiti citizen and therefore the request made by the appellant (administrative entity) and sent to the department of citizenship was unproductive in violation to the mentioned law. The court said that the entity's failure to proceed with the proceedings stipulated by Article 22 of Kuwait Law No. 36/1969 should be considered as a negative decision that should be dismissed. The court said that the court established its ruling on the grounds of solid evidence and the appellant's defence was irrelevant in this regard.
The court dismissed the appeal.
