The appealed ruling ordered the company (the appellant) to pay to the Ministry of Education 13223.730 Dinars and annual interest of 7% on the grounds of the documents of the case and the expert report which revealed that the company had failed to complete part of the project agreed by the contract.

The court said that the documents of the case also revealed that the company had failed to complete the project within the agreed timeline and therefore it should pay a delay fine. The court said that the debt had a certain value at the time of dispute and therefore the company's defence on this value was irrelevant in this regard.

The court dismissed the appeal.
