The claimant appealed the ruling before the court of cassation and stated in her grounds of appeal that the ruling had erred in the application of law and that they had filed the case before Kuwait Decision No. 14/2003 was issued. The claimant stated he had filed their case in order to settle their occupational status and that the administrative authority in this regard was restricted.
