Background

The claimant appealed the ruling before the court of cassation and said in his grounds of appeal that the ruling had erred in the application of law and stated that he had filed the case before Kuwait Decision No. 14/2003 was issued.

The court stated this argument was invalid because the components of the application of the Decision No. 14/2003 were not completed when it went into force. The court stated this decision did not result in a new legal position and all the procedures made in this regard are preparatory ones.
