Background
A claimant filed a case against a defendant before the court. He requested the court to order the defendant to dismiss his civil registration as an Iraqi citizen and to register him as “stateless” person. He said that he was born in Kuwait in 1953 and that he was working for the Kuwaiti police before his dismissal.
The court dismissed the case.
The claimant appealed the ruling before the court of appeal. The court dismissed the appealed ruling and ruled that the consideration of the case did not fall under its jurisdiction.
