The initial dispute involved non-payment of telephone services. A key issue was the situation in which a final ruling could be reconsidered.
Background
A claimant filed a case with the civil court against the defendant requiring them to pay 6503,863 Dinars. They had provided the defendant with a telephone service under a lease agreement, and they had accumulated the amount.
The court accepted the claimant's requests.
The defendant appealed the ruling before the Court of Appeal and claimed that the signature attributed to them was forged. The court appointed an expert and required them to pay his fees and they did not pay them. The court upheld the ruling.
The defendant submitted to the court a request to review the ruling because they had paid the expert's fees but the employee did not accompany this with the papers.
Decision
The court accepted the petition in form and in the matter and ruled the document should be dismissed and a refund made and reconsidered the petition and it was said the appeal should be dismissed and the case dismissed.
