They said that the court dismissed the case on the grounds that the tenancy agreement lacked the signature of the tenant though they provided the court with the electricity and water bills.

Decision

The court said that this argument was valid. The court said that Article No. 43, 44, 45, 46, 47 of the Executive Appendix of the Local Council stipulated the occupier of a property should be responsible for paying utility bills.

The court repealed the ruling.
